Did you sync the client and server files as well so they are the same versions? It sounds silly, but I've forgot to do both sets before.
You can also try running your files through the defrag that Fiddler provides in the Map tab.
Do you have the old map diff files in your custom client fileset? Try removing them from the file folder if you aren't using them. This should not break anything, but (as always), back them up to be safe.

It's probably always best to have separation from a dev branch and production branch of your code. Introducing serialization or other catastrophic errors into a live server can spell...
You have to define "property" and/or "value" with what you want before it'll compile, let alone work. Those were used by Visam to give you a visual hint on how to start.

This would assist with that if as part of the claims they were able to terraform. If you want just the ability to claim land areas and build on them, there are a few player government type systems that allow that sort of thing.
