Do not save over your tool you can use this over and over. If you mess it up you can re-download it.
Now you must select each tile pixel perfect copy & pasting each 1 as a new image. I couldn't automate this. Number and name each image as you go. Once done you can find a block of free slots in UOFiddler large enough to support your new set. Make sure to link the texture ids to the land tiles in the tiledata.mul for the landtile.
