you need to index the bmp to the dragon colortable
landsaper used 2 bmp (terrain and zlvl separate) to do a map. be sure you has taken the right colortable
dragon is the maptool that is easy to use cause you need only 1 bmp.
other tools need 2-3 bmps to do a map

in the past all desktop-patcher only works with verdata.mul.
verdata.mul was including many information for older clients and was not used since 4+ clientbuild. it was used for "quick and dirty" patch cause verdata overlay all other datafiles of uo.
all "new" desktops are pretty old ;)
