I figured it out.. I had .net frameworkwork 4.5.1 on my pc and 4.0 on the server. madeit 4.5.1 and it fixed everything...- kgilmore

This is xml document with all the regular champions for the Staff Rune Book. Put in Saves, StaffRuneBook merging with xml document already there or you will loose any spots you marked. Do it while server is off or the current save will over write it. Start server and your good to go. -
