Maps Blank Staidx & Statics 1.1

Okay not completely blank, they have a static 0 at the very very far corner on the bottom right hand side of the map. But, these are completely blank staidx and statics for those who need to unfreeze their maps in servuo and then freeze them again to a cleaned up static/staidx file.
