    I've notified Admin about the Captcha issue you're having. As for the site being inactive, it isn't. Its slow, but not dead. And if you're getting that from runuo.net, the owner of that site was banned by the owner of RunUO, Ryan. The site isn't dead or inactive.

    RunUO isn't defunct & there shouldn't be any reason you cant make an account. People make them on there frequently. Maybe you have an old account with the same email?

    From the look of it, the ticket # 987457 would mean there were at least that many tickets purchased by players. If I remember correctly, each drawing starts off with ticket #1, so a 1 billion token win would be possible with over 900k tickets purchased.

    You should be able to comment out the OWLTRBOD command section in the ControlCenter.cs Lines 106 through 112 should do the trick

    There are several small errors in the coding. Compare this one with yours (yours just error free) & see where those errors are. Good try, just a couple things that weren't needed for the most part. :)
