you're looking for an open source tool to use as a reference?
i don't know of any as I don't do custom maps but if you haven't already tried searching github then that's a good place to start

I'm not sure what else is out there that works with the newest version of ServUO. I only briefly got to look at the Wiki. Is Dragon compatible? I don't want to re-invent the wheel.
