I've made this test because I want to create fog. I’ve placed each frame in items in UO Fiddler, but the animation doesn’t cover the full screen. How can I resolve this issue? The animation is just for a test; I will modify it later.

This may not be possible in regular client. Besides hardcoded weather effects, regular statics and effects have limitations for bigger image sizes So your best bet is to code some sort of a shader in CUO or similar custom client.
