I might be a bit outdated (haven't done mul editing in years) but last time I looked, the mul files were directly modified (verdata as Hank mentioned abandoned). For the editing I used Varan Dar's Mulpatcher. I'll upload the tools I think are crucial into the resource sections here if they aren't already there, let me have a look.
