Improved Vendor UX - Change basevendor to open a buy/sell choice gump

With the edits to BaseVendor, adding a double click function, players will be greeted with a gump to select which trade menu to open. A redundant check is baked in to make sure the vendor is enabled and stocked before opening the gump.
