spawners not respawning

Ok anyone know why all the xml spawners are not respawning? they are all set to smart spawning true.

then they dont spawn when there is a staff there, if you go there as player they should spawn.

Unless I remember that wrong

No this was very strange the players are the ones who told me about it lol there was nothing in the dungeons I had to do a 4 hour revert but it is working now. I have had stranger things happen.
