That what my error says, but I've got latest net frame work, and I was wondering if anybody could answer this problem.

Your version of UOFiddler probably doesn't support the new UOP file format that UO uses, it is only compatible with the MUL format.
There is a UOP supported version of UOFiddler, https://www.servuo.com/archive/uofiddler-with-uop-support.189/

Looks like it's still not compatible with the latest client files.
You may need to replace Ultima.dll in the UOFiddler directory.
You can probably take Ultima.dll from the ServUO shard folder and put it in the UOFiddler folder.

Here is screen shot how do I set the path seting for the game client?

I change it to program 86 and click UO folder.

Yes this looks correct -does this load for you with out errors? (at times having programs in the x86 folder tend to give a problem) but if fiddler now opens then your good
