UoFiddler plugin issue [Solved]

Hello everyone, I hope I am posting this in the right area but I am having an issue with UOFiddler, when I go to plugins it is empty, I put the UOPPacker in the right spot still its not showing even the test plugin. any help on how to get this to show up would be much appreciated!

I am having this same issue, but the new installer http://servuo.com/threads/uofiddler-with-uop-support.1429 is not working either for me.

(Note: I technically installed from http://www.servuo.com/archive/uofiddler-with-uop-support.189 since I was unverified at the time.. trying the new one now)
Update: New version still does not work :-/

Program Version: UOFiddler 4.6(most recent off their website)
OS: Windows 7 w/ framework 4.0 installed

I also tried to forcibly load the plugin by modifying the <!--Loaded Plugins--> section with a few different attempts..not sure how the section reads paths.
