I'm trying to repalce a few tiles of water and void in New Haven (screenshot included); so far I didn't manage to successfuly launch any editor so I tried Pandora's Box. Problem is, when I put a new tile on water, it seems it still remains water - as it's still impassible. Any way to fix it or do otherwise without editors?

The command "tile" is your friend here.
[tile static 1276

Target the top left and bottom right of the room. Then do [area inc z 1 for the same tiles. That's the trick - your added floor tiles need to be raised one to stay above the ground when you leave the area and return.

You can use different tiles or do a fancier floor than I did but the concept is the same.

And what if I won't do [area inc z 1 ?
 
If you don't raise those tiles by 1, the ones over the water can disappear (or fall below the ground) when you leave the area and return.
