Hmm please try to explain a little more. So you can connect using 127.0.0.1 but NOT using your actual network IP?
 
Then your firewall or Router is blocking it. You need to add an exception. Try turning your firewall OFF for a second and connecting. If that work then you know it is your firewall. If that does not work it could be your router.

cannot fix that .. i close rounter firewall and my computer firewall too alreadly...
